In summary: The former head of the DOJ’s voter’s rights division has testified that an Obama appointee has made the decision that voter intimidation laws will only be enforced if it protects minorities, not whites (despite legislation & court precedence for treating cases in a race neutral way). Eligible voter list enforcement will also not take place, despite certain minority districts showing voter lists some 130% the size of the actual population.

It gets better. Despite the legally issued supeona to testify, the Department of Justice instructed Coates not to comply. Coates did comply, and is claiming protection under federal whistle blowing laws.

Coates was appointed to the DoJ by President Bill Clinton, and is a former attorney for the ACLU.
